Preheat the oven to 350 degrees.
4 orange peppers
Remove the tops from the bell peppers and the seeds.
Using a small sharp knife, cut the face of a Jack-O-Lantern into the side of each bell pepper.
In a large bowl, combine all of the ingredients except the mozzarella cheese. Mix well.

Add the meat mixture inside of each pepper.
Sprinkle mozzarella cheese to the top of each pepper.
